Worker, Racial, and Gender Justice

The best way to advance policies to raise living standards for working people is for diverse groups to recognize that they share more in common than not. Since class identity has often been racialized, one of the greatest challenges to rebuilding the economic power of the working class lies in establishing multiracial solidarity on a national scale. It is important to remember that the same special interest groups that fund the opposition to policies such as the minimum wage and paid sick leave, and that support efforts to undermine collective bargaining power, are often the same ones aligned with support of voter suppression tactics that limit voting among people of color, low-income individuals, students, seniors, and people with disabilities. The best way to advance the needed economic policies is for diverse groups to recognize that they share more in common than not and work together to achieve their overlapping and intersecting agendas. Getting to that point requires honesty and a collective reckoning about race, white privilege, and institutional racism, with respect to the costs and benefits to each of us.

Advancing policies that address persistent racial disparities while also tackling class inequality will require abandoning the zero-sum mindset that says one group’s set of issues is totally distinct from and in direct competition with another’s. Overcoming this trap begins with defining a broader view of how all the issues are related. It will take a considerable amount of ongoing effort to shift the dominant narrative from one that divides the masses to one that creates a new world of possibilities that benefits all of us.

Gender Wage Gap

Progress on closing the gap between men’s and women’s wages in the U.S. economy has been glacially slow in recent decades—and gender wage parity has become a top priority for those committed to ensuring the economic security of American women. This priority is absolutely essential. No matter how you cut it, the gender wage gap is real and it matters. That said, pay parity cannot be the only goal for those looking to improve the economic lot of American women.

A better workplace infrastructure means stronger labor standards that not only provide decent wages, but also let workers take care of themselves or family members when they are sick. Policies that help workers, particularly women, balance work and family could meaningfully improve their ability to participate in the labor force. And, this increase in labor force participation would mean more earnings for families and more economic activity for the country.

Income Inequality

We believe that by presenting data on income inequality by state, metro area, and county more states, regions, and cities will be persuaded to enact the bold policies America needs to become, once again, a land of opportunity for all. Read More.

New bill works towards equal pay in the workplace

A bill at the State Capitol is gaining momentum in the movement to help women in the workplace earn just as much as their male counterparts.

According to the Hawaii Appleseed Center, women in Hawaii make 16% less than men.

“The problem is that women are paid less than men for doing the same work. Its ridiculous in this decade in a supposedly developed nation,” said Susan Wurtzburg of AAU Hawaii.

The bill serves employers a one-two punch-prohibiting them from asking a job applicant about their previous wage history.  Senator Laura Thielen says in many cases, where people previously were underpaid, it is perpetuated in successive jobs.

Impact of the Governor’s FY 2019 Budget Adjustments on Children and Families

Connecticut’s long-term fiscal health depends on an economy that benefits all families, businesses, and communities. To achieve this objective, the state needs a strategic budget that balances investment with fiscal responsibility. In this report, we find that the Governor’s latest budget proposal would move Connecticut away from these goals. Under the Governor’s plan, the Children’s Budget, the share of state spending devoted to children, would drop to 27.2 percent, a historic low, down from 27.8 in the budget approved last November.

The Governor’s budget includes significant cutscompared to the biennial budget approved by the General Assembly last October. The proposal would reduce spending in health and human services by 3.9 percent, K-12 education by 3.3 percent, early care and education by 2.6 percent, and higher education by 1.7 percent. The report warns that fixed costs (pensions, debt service, and retiree healthcare), although slightly lower than in the previous year, will continue trending upward, potentially further eroding these programs.

In addition to the present budget cuts, the Governor’s budget fails to address the impact of four fiscal restrictions inserted into the budget implementer during closed-door negotiations. The combination of a newly defined spending cap, a bond cap, a volatility cap, and a bond lock diminish this flexibility, tying the state’s hands and making it more difficult for Connecticut to make the strategic investments necessary to promote equitable opportunity and inclusive economic growth.

The report calls on the General Assembly to prioritize repealing or amending these fiscal restrictions.Furthermore, we urge policymakers to modernize the state’s revenue system, eliminating loopholes and broadening the tax base, and to invest in Connecticut’s future, with a focus on child care, education, and healthy child development.

New York State Economic and Fiscal Outlook FY 2019

The Trump Administration’s tax law, looming federal budget cuts, multi-billion-dollar state budget deficits, glaring unmet human and physical infrastructure needs throughout the state…this year’s New York State budget negotiations are taking shape against a worrisome and uncertain backdrop. The president and congress are threatening to dismantle decades-old federal entitlement programs, make drastic cuts to programs that help millions of struggling New Yorkers, and create a hostile environment for the state’s four and a half million immigrants. The state has an important role to play to help make life better for all New Yorkers—and we must provide protections to our residents even if the federal government won’t. Based on last year’s congressional budget resolutions and what lies on the horizon in terms of cuts to federal programs, we know that things are going to change, and likely not for the better. The policy ideas advanced by Washington thus far do not bode well for New York State. While New York sends more in tax dollars to Washington than we get back, over one-third, or $57 billion, of New York State’s FY 2019 All Funds Budget is comprised of federal funds. The potential for substantial cuts in domestic spending poses gargantuan challenges for the state budget and budgets of local government entities throughout the state.
